Authenticity Assessment and Monitoring of Aircraft Component Life Cycle

In compliance with the requirements of ICAO DOC 9760-AN/967 Airworthiness Manual, 3rd edition, 2014, Chapter 9 Aircraft Airworthiness Maintenance, p. 9.10 Authenticity and serviceability of aircraft components, as well as Aircraft Component Authenticity Assessment Procedure (2nd revision) No. 24.10-966 GA (hereinafter referred to as Procedure), nowadays inauthentic (unapproved) aircraft components are the ones that do not comply with the requirements of the state of registry, that is:

  • aircraft components supplied for operation by an unauthorized organization;
  • aircraft components whose maintenance or repair were performed or which were permitted for further operation by an unauthorized organization;
  • aircraft components whose maintenance or repair were performed out of accordance with the requirements of applicable documents;
  • aircraft components that reached operating life limit including storage life if required.

As applicable to civil aviation in the Russian Federation and with a consideration to emerging specific character, one more criterion has been added:

  • aircraft component with unapproved associated documents and log books and maintenance records, that is prepared with deviations from requirements of regulatory and technical documents.

Thus, in general terms inauthentic aircraft components are aircraft components that do not comply with established conditions of production, maintenance, repair and (or) have documents prepared with violation of the established requirements.



Federal State Unitary Enterprise State Research and Development Institute of Civil Aviation is the only organization in the Russian Federation which performs works related to authenticity assessment and aircraft component life cycle monitoring in a professional manner.

To prevent use of inauthentic components in aircrafts, Federal State Unitary Enterprise State Research and Development Institute of Civil Aviation developed Aircraft Component Authenticity Assessment Procedure No. 24.10-966 GA (2nd revision). The Procedure was brought into effect by letter No. 24.10-35 GA dd. 19.03.2004 from State Civil Aviation Authority and approved on 23.11.2005 by Aircraft Industry Department of Rosprom. The Procedure is a tool of state quality monitoring of the works related to aircraft component authenticity assessment by aviation enterprises and is used during:

  • work performance for certification of aircraft specimen;
  • work performance for extension of aircraft life limits and service life;
  • aircraft maintenance works.

Activities held
Components supplied directly to its user by an unauthorized subcontractor; As part of Voluntary Certification System of Civil Aviation Facilities (VCS CAF), suppliers of aviation inventory (AI) undergo certification.
Components whose maintenance or repair were performed or which were permitted for further operation by an unauthorized person or organization;
  • Check of certificates in DB for compliance with FAR-285 and AP-145;
  • Electronic verification with aviation enterprises;
  • Performance of works related to authenticity assessment at aviation repair providers and manufacturers.
Components maintained and repaired out of accordance with the requirements of applicable approved documents;
  • Document control with the use of DB of Central Regulatory and Guidance Library of Civil Aviation.
Components that reached operating life limit including storage life if required.
  • Monitoring and Control of aircraft component life cycle with the use of IAS AAM software and hardware.
Aircraft component with unapproved associated documents and log books and maintenance records, that is prepared with deviations from requirements of regulatory and technical documents.
  • Performance of works related to authenticity assessment during certification of aircraft specimen.
  • Organization of aircraft airworthiness monitoring;
  • Training of aviation enterprise personnel
